One of the splinter factions created after the dissolution of the Mages Guild at the start of the Fourth Era. This College’s institute is located in High Rock, within the outskirts of the city of Daggerfall.
Unlike the Synod, the College of Whispers removed the ban on Necromancy and also the summoning of any Daedric creatures. Out of the 2 splinter factions that spawned out of the dissolution of the Mages Guild, the College of Whispers operates most like the College of Winterhold, however, it has never managed to convince the College of Winterhold to create any form of alliance.
