The Thalmor refers to an Altmeri governmental organisation htat has served each of the three Aldmeri Dominions in the past, to varying levels of capacities. It is a general terms for the memebrs and paramilitary enforcers of this organisation.
In the Fifth Era, the Thalmor is now used to spy on the populace of the Empire, while trying to influence the way the Empire operates; as decreed in the Obsidian Agreement.
