In the olden times, the Bretons had a saying, ‘Find a hill, become a king.’ This lead to High Rock having a long history of different kingdoms vying for control over the province.
During the Fourth Era, High Rock became divided into three separate kingdoms; the Kingdom of Daggerfall, the Wayrest Conglomerate, and the Shornhelm Sovereignty. The Kingdom of Daggerfall was the first to be founded. The cities that were opposed to its rulership created the Wayrest Conglomerate. The cities that were neutral in this disagreement created the Shornhelm Sovereignty to defend themselves from possible attacks by the other two kingdoms.
